A Visa gift card is usually declined because the balance doesn't cover the full charge (including tax, shipping, or a tip or gas pre-authorization hold), the billing ZIP or address doesn't match, the store can't split the payment, or the merchant is one the card can't be used with, such as a foreign or subscription merchant. Check your balance on the issuer's official site first, then work through the causes below.

Why was my Visa gift card declined?

Most declines happen because the merchant asks the card to approve more than the money on it, or because the merchant's security checks don't match what the card issuer has on file. The card itself is rarely faulty. Less often, the card was never activated at checkout.

Is my Visa gift card activated?

Most Visa gift cards sold in stores are activated at the register when you pay, so if the card isn't active, something probably went wrong at checkout. Check the balance using the website or phone number printed on the back of the card. If it shows an inactive card or a $0 balance right after purchase, contact the issuer and have your receipt ready.

Some cards are activated separately. Perfect Gift cards, for example, can be activated online or through the automated phone line on the back of the card. Our Visa gift card balance guide shows how to find the issuer named in your card's fine print.

Does my balance cover the whole purchase, including holds?

Your balance has to cover the entire charge, and sometimes more than the price you see. Vanilla says the balance must be more than the entire cost of the purchase, including taxes and shipping.

Some merchants also ask for a pre-authorization, which holds more than the purchase amount until the final total is known. Vanilla gives two common examples:

  • Gas pumps: some stations hold the lesser of up to $175 or the full value of the card, no matter how much gas you pump. Paying the attendant inside for a set amount avoids that hold.
  • Restaurants: restaurants typically add 20% to the bill to allow for a tip. If your balance can't cover the bill plus that estimate, the card is declined.

Vanilla says these holds may last up to 7 to 10 business days, so a recent hold can make your available balance look lower than you expect. Visa's gift card page says the same about tips: the card can be declined if the total, including the estimated tip, is more than the amount available.

Why does my card work in stores but not online?

Online and phone orders usually fail because the store checks the billing name, address or ZIP code against the issuer's records and they don't match. Stores run the same address check they use for credit cards, and a gift card goes through it too.

What to enter depends on the issuer. Vanilla says there is no need to register its cards and that you can use your own name, address and ZIP code. Other issuers, such as MyGift, ask you to register your name, billing address and phone number on their website first. Our guide to fixing a Visa gift card that isn't working online walks through both cases.

How do I split a payment between a gift card and another card?

Tell the cashier the exact amount to charge to the gift card before they run it, then pay the rest with cash or another card. If the terminal tries to charge the whole bill to the gift card, it will be declined when the balance is short. Vanilla recommends checking in advance that the merchant accepts split payments. If an online checkout has no field for a second payment method, you won't be able to split the order there.

Which merchants won't accept my Visa gift card?

Some merchants and transaction types are blocked by the card's terms, even when you have enough money. For Vanilla Visa gift cards:

  • Only merchants based in the United States and the District of Columbia are accepted, so an overseas website will decline the card.
  • The cards can't be used for recurring billing or at ATMs.

Visa also says some internet merchants use fraud protection software that may decline a Visa gift card, and that you shouldn't use one for recurring bills such as a phone or cable bill.

If you have enough funds and still get declined, Vanilla says security measures are the most likely cause. Large purchases, many transactions in a short time and transactions that may be processed internationally can trigger them. Vanilla suggests using the card in person or at a different online merchant, and making sure you enter the card security code.

How do I fix a declined Visa gift card?

  1. Check the balance on the issuer's official website or phone line printed on the card. Type the address yourself rather than using a search ad or a link in a message. For Vanilla cards, see our Vanilla gift card balance guide.
  2. Look for pending holds from gas stations or restaurants, and wait for them to drop off if needed.
  3. In a store, ask the cashier to charge an exact amount to the gift card and pay the rest another way.
  4. Online, enter the billing name and address your issuer expects, and include the security code.
  5. Try a different merchant, or buy in person, if you suspect a security or merchant block.
  6. If the balance is wrong, the card shows as inactive, or you see charges you don't recognize, call the issuer. For Vanilla gift cards, the number is 1-833-322-6760.

Is it different in Canada?

Prepaid Visa gift cards sold in Canada work much the same way, with a few differences. Visa Canada says you need to register the card with the provider, by phone or on its website, before you shop online or by phone, and that the name, address and phone number you use must exactly match your registration. Purchases in a foreign currency, such as on a US website, can carry a foreign exchange charge on some cards, including Vanilla Prepaid cards sold in Canada. See our Vanilla Prepaid Canada balance guide for that card's official site.

Could my card have been tampered with?

If the balance was lower than expected the first time you checked it, or charges appear that you didn't make, the card may have been tampered with before you bought it. Keep the card, packaging and receipt, and contact the issuer right away. Our guide to the gift card draining scam explains what to check and how to report it. Never give the card number or security code to anyone who calls or texts you offering to fix the problem.

Frequently asked questions

Why does my Visa gift card keep getting declined when I have money on it?

Even with a balance, the card can be declined if a merchant asks it to approve more than you have, such as a gas pump hold or a restaurant tip estimate. It can also fail an address check online, or be blocked for foreign or subscription merchants. Vanilla says security measures are the most likely reason when funds are sufficient, so try another merchant or buy in person.

Can I use a Visa gift card at a gas pump?

You can try, but many pumps place a pre-authorization hold first. Vanilla says some stations hold the lesser of up to $175 or the full card value, regardless of how much gas you pump. If your balance is lower than the hold, the card is declined. Paying the attendant inside for a set amount avoids the problem.

How do I use a Visa gift card for part of a purchase?

Tell the cashier the exact amount to put on the gift card before they swipe it, then pay the rest with another card or cash. Vanilla suggests checking in advance that the merchant accepts split payments. If an online checkout doesn't offer a second payment field, you can't split the order there, so use another payment method.

Why was my Visa gift card declined at a restaurant?

Restaurants often authorize more than the bill to allow for a tip. Vanilla says restaurants typically add 20% to the total, and the card is declined if the balance can't cover it. Visa gives the same reason on its gift card page. Ask the server to charge a set amount to the gift card and pay the rest, including the tip, another way.

Can I use a Visa gift card on a foreign website or for a subscription?

Often not. Vanilla says its Visa gift cards work only with merchants based in the United States and the District of Columbia, and can't be used for recurring billing. Visa also advises against using gift cards for recurring bills such as phone or cable. Use a credit or debit card for subscriptions and for stores based overseas.

What should I do if my Visa gift card balance is wrong?

Check the balance on the issuer's official site, typing the address printed on the card. If it's lower than expected or shows charges you didn't make, call the issuer right away and keep the card, packaging and receipt, because the card may have been tampered with before you bought it. For Vanilla cards, call 1-833-322-6760.
